You can't just pop into any multiplayer game mode, get three of the necessary SMG-tactical kills and leave, you have to stay to the end of the match. You must, however, stay to the end of the match.
Domination is probably the best game mode, as it allows you more than enough time to get all three kills, but you could also simply dive into some Nuketown 24/7 and finish the challenge just as easily. The simplest way to get the first one done is by equipping yourself with a well-rounded SMG of your choice (preferably one you may want to upgrade alongside unlocking the OTs 9) and using Decoy Grenades as your tactical.
